Primary Numeracy Intervention Program

What is the Primary Numeracy Intervention Program

The Primary Numeracy Intervention Program (K–3) is a top intervention program by Numeracy Consultants is a targeted math intervention program designed to support early learners with math interventions. It includes a free diagnostic assessment system for one-on-one evaluations, helping instructors identify and address each student’s unique learning needs. 


The program provides free resources, including leveled activity guides, frameworks, lesson plan templates, workbooks, and pintables. Educators also get access to a starter library and a training webinar for lesson implementation. While additional resources are available for purchase, core components like the assessment system and activity guides are free.


Using the research-based CRA instructional model, the program focuses on concrete, representational, and abstract stages of learning, with an assessment system that includes error analysis to address misconceptions.   The program and framework were developed based on research, with evidence-based strategies embedded in all assessments and materials to ensure effectiveness and alignment with best practices. 


A dedicated games page helps reinforce mathematical concepts across all MTSS tiers. Educators are encouraged to participate in a training webinar to maximize effectiveness, with additional specialized training available.

Who is the Primary Numeracy Program for?

The Primary Numeracy Intervention Program is designed for kindergarten through third grade students who are struggling to develop foundational math skills. It is especially well-suited for students receiving Tier 2 or Tier 3 support within an MTSS or RTI framework, particularly those showing gaps in early numeracy concepts such as counting, number sense, place value, and basic operations. 


Classroom teachers, intervention specialists, and math coaches working in elementary schools will find the program's diagnostic assessment and leveled resources practical for identifying specific learning gaps and delivering targeted instruction. It can be used in small group pull-out settings or as a supplement to core classroom instruction, making it flexible enough for a range of intervention contexts.

 What Free Resources Are Included?


The Primary Numeracy Intervention Program provides a substantial collection of free materials to educators who complete the two-hour training webinar. Free resources include the Primary Numeracy Assessment, a standards-based diagnostic tool for identifying skill gaps, along with leveled learning materials, a comprehensive learning framework, an intervention guide, workbooks, lesson templates, a Counting eLibrary (versions 1.0 and 2.0), leveled activity guides, and dozens of printable resources — over 100 ready-to-use materials in total. The training itself covers key topics including universal screening, MTSS alignment, explicit instruction, the CRA instructional model, micro-targeting interventions, and differentiated instruction. Upon completing the webinar, educators are shown how to download all free materials immediately. Additional supplemental lesson libraries and workbooks are available for purchase, but the core program components are entirely free.
